Il progetto “Lighthouse – Health Institutions: A Place of Violence for Women with Disabilities? An Issue of Ethics and Human Rights” - Daphne Programme II 2004/2006 – n° JLS/2006/DAP-1/147/W. nasce come un “continuum” dei lavori e delle ricerche sviluppate da DPI Italia nei precedenti progetti, realizzati in ambito Daphne, che si rivolgevano sia alle donne con disabilità che alle altre donne che nella vita delle donne disabili ricoprivano ruoli significativi.

Il presente progetto intende proseguire questo filone ma ne assegna alla ricerca lo specifico compito di indagarne un ambito elettivo: quello sanitario. Da ricerche ed esperienze dirette, rilevate da parte di organizzazioni di donne disabili in Europa e non solo, si è evidenziato, infatti, come sussistano a tutt’oggi forme di violenza diretta ed indiretta sulle donne disabili nelle strutture sanitarie e riabilitative.

Le problematiche, quindi, che questo progetto affronta afferiscono a considerazioni etiche.

Le donne con disabilità nei contesti e nelle strutture sanitarie sono costantemente esposte a programmi eugenetici (aborto selettivo ed infanticidio, suicido assistito ed eutanasia, sterilizzazione forzata) che vanno ad incidere su questioni di bioetica ed a ledere la dignità della persona ed i diritti umani. Nel progetto tali argomenti saranno affrontati puntando all’acquisizione di consapevolezza sia nelle donne che subiscono tali forme di violenza che in quelle che l’agiscono. Inoltre attraverso le attività del progetto si intendono diffondere informazioni le quali indurranno tutte le organizzazioni di donne con disabilità, operanti in Europa ad assumere impegni e responsabilità.

Attivare sinergie, connessioni e pratiche di ricerca-sperimentazione condivise tra donne disabili e donne professioniste e policy maker in ambito sanitario affinché identifichino le aree dove si esercitano forme di violenza nelle strutture e nei contesti sanitari sulle donne con disabilità; ricerchino insieme strategie, metodologie e strumenti di prevenzione e protezione ed elaborino linee di raccomandazioni a livello europeo per influenzare/orientare azioni, strutture e programmi sanitari al fine di ridurre ed eliminare le violenze che subiscono le donne con disabilità nel mondo sanitario.

Il target specifico sarà costituito da donne che vivono condizioni di disabilità e che hanno spesso bisogno di rapportarsi con strutture e professionisti del mondo sanitario.

Il target indiretto è rappresentato dalle donne professioniste o che ricoprono ruoli di policy maker nel mondo della sanità.

· Equipe di operatori professionali sanitari che agiscono nelle strutture sanitarie territoriali,

· Soggetti che ricoprono ruoli di policy maker nelle istituzioni sanitarie locali, regionali, nazionali ed europee.

Introduction

The project “Lighthouse – Health Institutions: A Place of Violence for Women with Disabilities? An Issue of Ethics and Human Rights” - Daphne II Programme 2004/2006 – n° JLS/2006/DAP-1/147/W, starts as a “continuum” of the work and research developed by DPI Italia in previous projects, realized within Daphne, that were addressed both to women with disability as well as other women who have a significant role in the lives of women with disability.

The present project wants to continue this vein but assigns to research the specific task to investigate an elective area: health. From research and direct experiences, pointed out by organizations of women with disability in Europe and not only, in fact, it was underlined, how forms of direct and indirect violence on women with disability in health and rehabilitative facilities exist even today.

The problems, therefore, that this project deals with, refer to ethical considerations. Women with disability in the contexts and health facilities are constantly exposed to eugenic programmes (selective abortions, infanticide, assisted suicide and euthanasia, forced sterilization) that affect issues of bioethics and damage the dignity of person and human rights. In the project such topics are faced aim at the acquisition of awareness both of women that suffer such forms of violence as well as those who perform it. Moreover, by means of the project’s activities, we intend to diffuse information that will lead all the organizations of women with disability, working in Europe to take on the commitment and responsibility.

Specific Objective

Activate synergies, connections and practices of research-experimentation shared among women with disability and professional women and policy makers in the health area so that they can identify the areas in which forms of violence in health facilities and health contexts are performed on women with disability; to search together for strategies, methodologies and instruments of prevention and protection and to elaborate guidelines on a European level to influence/direct health actions, structures and programmes with the aim to reduce or eliminate the violence that women with disability suffer in the health world.

Results to be achieved

Creation of a work network among 3 groups of women with disabilities in three member states.
Realization of research report with the active involvement of two targets of women (health professionals-policy makers and women with disability); on the identification of the areas (of content, professional practices and organizational systems) where forms of violence are mainly developed in health areas and facilities with regards to women with disability; on the identification of strategies, mechanisms and instruments of prevention and protection.
Elaboration of guidelines, recommendations on a European level to influence/direct health actions, structures and programmes with the aim to reduce, eleminate and prevent violence faced by women with disability in the health world;
Creation on a support network between women with disability and professional women and policy makers in the health world..
Reinforcement of the network of organizations of women with disability for the mobilization and the
Support of other women at risk of violence in the health area.
Increase of the competencies of the adressees in the field of prevention and combat against violence on women with disability.
Diffusion of best practices, methodologies and instruments for the intervention on women with disabilities and violence.
Sensitization of the national and European Institutions on themes on violence against women with disability.

Specific Targets and intermediary groups

The specific target will be made up of women that live conditions of disability and that are often in need of relating with facilities and professionals from the health world.

The indirect target is represented by professional women that cover roles of policy makers in the health world..

Intermediary groups to whom the project is directly addressed will be:

· European organizations of persons with disability,

· Teams of professional health operators who act in territorial health facilities,

· Subjects that cover roles of policy makers in local, regional, national and European.
